Commercial — Retail
WestLake Market
Full civil sitework package for a Harris Teeter-anchored retail center in Clover, SC — clearing, site balance, storm, utilities, paving and Highway 55 improvements.
Clover, SC · 2026
Jenkins delivered the full civil sitework package for WestLake Market, a Harris Teeter-anchored retail center at SC-55 / Lake Wylie Road and US-49 / Charlotte Highway in Clover, South Carolina. The project was developed by ARIC Lake Wylie, LLC c/o Aston Properties, Inc., with civil plans prepared by Kimley-Horn.
The retail sitework package began with mobilization, traffic control, construction layout, demolition, phased erosion control, clearing and grubbing across 11 acres, and a large earthwork package. Jenkins balanced the site with 93,560 cubic yards of cut-to-fill mass grading, imported a small borrow quantity to finish the balance, and fine graded building pad, parking, sidewalk, curb, paver and yard areas.
Underground work included an all-RCP storm drainage system ranging from 15-inch through 48-inch pipe, 49 storm structures, end pipes and a wet-pond conversion, plus roof drain tie-ins. The utility scope included more than 4,100 linear feet of sanitary sewer with 33 manholes, inside drops, grease interceptor structure installs and testing, along with nearly 5,000 linear feet of waterline, meter assemblies, backflow assemblies, hydrants, fire risers, valves and testing.
The paving package covered heavy-duty asphalt, parking aisles, parking stalls, Homegrown Way, striping and signage. Jenkins also carried Highway 55 improvements, including demolition, erosion control, earthwork, storm drainage, curb and gutter, widening, milling, overlay, striping and signage coordination under York County and SCDOT requirements.
Building a grocery-anchored retail center or commercial site? Jenkins can carry the civil package from erosion control and earthwork through storm, utilities, paving and offsite roadway improvements.
